The long-discussed bill regarding stray dogs has been accepted by the TBMM (Grand National Assembly of Turkey) Forestry and Rural Affairs Committee. Following the acceptance of the bill regulating stray animals, opposition members protested by banging on tables. The main subject of the bill is that stray street dogs will be collected and taken to shelters.
The proposal, consisting of 17 articles, was approved by the Agriculture, Forestry, and Village Affairs Commission. There may be up to 2 years of imprisonment for officials who oppose this implementation or fail to carry out their duties. The bill also stipulates penalties for those who abandon their pets and those who contribute to the increase in the stray animal population. Those who abandon a dog they have adopted to the streets will face a fine of 60,000 TL. Officials who leave animals outside city limits or in empty areas may be fined 50,000 TL per animal. The accepted practice is to sterilize animals and then transfer them to shelters.
The term euthanasia is no longer used; however, euthanasia may be applied to stray and diseased animals that pose a risk to human health. For other animals, care will be provided in shelters, and euthanasia will be prohibited. Adoption will be possible for dogs in shelters, and they may be reclassified as pets under certain special conditions.
